8th Imperial Decree:
Appointment of Ministers
The Emperor
shall, from time to time, appoint such Ministers as he feels
necessary, from the membership of Senate, to discharge specific
functions of Government. The Ministers will be responsible firstly
to the Emperor, and secondly to Senate for the discharge of these
appointed duties. Once appointed, these ministers will continue to
serve at the pleasure of the Emperor. Salaries will be paid to
Ministers, as decided by the Emperor, that they may focus their
whole efforts on the functions of their office.
